The problem is that you released it under a "non-commercial" only license. Images can only be used on Wikipedia if they are released under a "free" license, like the GFDL. In short, for you to upload an image you create, you need to explicitly allow anyone to use the image for any reason. I will restore it and tag it as having no license. You can replace that tag with {{PD-self}}, {{GFDL-self}}, or another suitable tag. Please see WP:IUP for more information about the image use policy. It will also be necessary for you to remove the text "I am allowing this picture to be used for Wikipedia articles" as this places a restriction on use. Wikipedia's mission is to be a free-content encyclopedia, meaning that articles created here can be reused by anybody. Images that can only be used on Wikipedia are incompatible with that mission.
