"Retreived" web page

{{helpme}} I've noticed that frequently when a there is a citated reference to a webpage on the Internet, it often appears with the words "retreived" and a date. Is this merely the date that the document was accessed or has the webpage been somehow saved in the form at which it appeared as at the date it was accessed or "retrieved". It is simply the date that it was looked at by the person using the reference; it is a parameter in the template:citation and others.
