That particular request has been archived - I declined to take action and while that doesn't stop anybody else taking action no other admin did (possibly because they didn't pay much attention to it). You could just make another request, which may be reviewed by someone else. If that doesn't work then you can either recreate the article (you don't need anyone's permission to do that) or go to WP:DRV. Hut 8.5 16:44, 27 May 2019 (UTC)
