Licences for scanned images

Unfortunately, just because you scanned an image of the front cover of a journal, doesn't mean you can release the image under a free copyright licence e.g. the copyright for Image:Turkish National Police Academy polis bilimleri kapak resize (WinCE).jpg really belongs to the publisher of the journal.
