I've been in contact with the copyright holder, and he's willing to release the 18 icon graphics in question under the Creative Commons Attribution-ShareAlike 3.0 license. Going through WP:OTRS as Skier Dude advised. His "permission to use" email will be addressed to: permissions-commons@wikimedia.org. Curious that it stood unchallenged for several years, and all of a sudden it gets flagged. All requirements for neutrality and external links were met long ago.
