I am using Tor because access to Wikipedia is blocked where I live. Please allow me to edit Wikipedia from behind Tor. I was able to find a Tor node that is not blocked from editing.

Sometimes it shows this: You have been blocked because it has been detected that you are using the Tor anonymising service, or you or somebody sharing your IP address (blah) is running a Tor exit node. Editing pages from Tor exit nodes is disabled to prevent abuse. In order to edit through Tor and from IP addresses running Tor exit nodes, you will need to request an account and then request block exemption. Please note that this will only be granted in exceptional circumstances. Also note that some Internet service providers may use a single IP address for a large number of users. If one of those users runs a Tor exit node, then all of them will be blocked. sometimes it shows something along these lines This Ip adress has been blocked an all wikis by Vituzzu. Reason: open proxy and most of the time i am blocked even from editing my talk page! Now it shows this: This IP address is believed to host an active Tor "exit node" from which Wikimedia projects are accessible. The use of open proxies is prohibited for security reasons, and Tor particularly so. In rare cases - most commonly where access to Wikipedia is blocked by ISPs or governments - exemptions can be granted. However, these require verification by a checkuser. I'll check back in a few hours and (if nobody else has by then) I'll take a look. Unfortunately I'm not able to log into my checkuser account right now. Due to the proxies you've been using, I'm unable to confirm where you're located. Could you try to edit this page while not connected to a proxy? If that's not possible, please send me an email though Special:Emailuser/Hersfold with details why you're unable to edit otherwise. I'm sorry for all the fuss, but proxies are heavily abused on Wikipedia and the exemption I'm looking to grant is generally only given to trusted users who have a definitive need for it. In order to grant the tool, I need to confirm that you are in a location where proxy editing is necessary. I cannot do that so long as you continue to use proxies. Please try to do this:
  1. Disconnect from all proxy services
  2. Go to http://toolserver.org/~unblock/p/ and fill out the form, requesting that a checkuser grant you IPBE.

I don;t think i should do this without proxies. The ISP spies on me and could connect the "Eugene Willow" name to my real identity.

It is possible to make individual accounts exempt from these IP address blocks, but generally such accounts are already well established and trusted. This account has no history, so we can't grant an exemption without further information.
If you insist on using proxies, your only real choice is to log in without a proxy and post something here just once and then wait, so that Hersford can verify that your IP address is located in a place that would require to use proxies. I'm afraid Amatulic is correct. You have not established yourself as a trusted editor, and I need to verify that the exemption, if granted, would not be abused. There are some locations - the Middle East and China in particular - where Wikipedia is filtered, and exemptions have been granted in those cases. However, we've also had cases where an editor has wanted to use proxies simply as a matter of personal preference (where there was nothing preventing them from accessing Wikipedia normally and there was no risk to their personal security), and those requests are always denied. If you are able to edit without the use of proxies, I will not reveal your location (in part because there is no need to, in part because I am bound by policy not to), but I will be able to determine if you do in fact require an IP Block Exemption. My ISP started blocking Wikipedia recently. I need to use Tor or public hotspots that are not always available. Please give me a bloc exemption.
