To answer your question...

The government giving power to vexatious litigants, who presume to know how to educate children better than trained professionals, to get those professionals fired from their jobs with the most shaky and transparent of excuses, is indeed pretty outrageous, and I see no reason why anyone should pretend the reason for it is anything other than the blatantly obvious.
