In most cases it is a good idea to propose the article moves at talk, at least informally by suggesting and requesting for feedback. If no one objects, go ahead and move it. The issue of Higher Education institutions in Ukraine has been discussed. You are free to propose your arguments, but you have to do so first rather move the page unilaterally.
