Hello Borisovyy, I have started a thread at the article's talkpage Talk:List of manual image annotation tools to explain the requirements a bit more. Please join the discussion instead of reverting, if you disagree. In short: sourcing and notability requirements are slightly different on Wikipedia. Not every valid source does also establish notability (for example: passing mentions and primary sources are OK-ish as sources in some cases, but are usually ignored for notability assessments). Hope that clarifies the somewhat complex guidelines a bit (I added a few more details on article talk), but please feel free to ask if you have further questions.
