Sorry for the delay in responding to your recent post. The cites added should be the exact source you got the fact from, so I assume in this case that would be the actual annual/book. So I think where you're talking about specific cases/years you should cite the annual, but for the section on editors, and anything related to a long period, it would seem reasonable to just use the general cite ('various annuals'), else you would end up citing every annual.
