Whether this is accurate I cannot tell, as the article creator is not directly blocked and you have given no indication as to who you believe the blocked user in question is. Although I have been an admin for more than ten years I have not yet been given the key to unlock telepathy. As this account has made only a very few edits I assume that you have accumulated Wikipedia experience under another name or anonymously. I note that there is an alternative draft now in existence, with an altered name. While both exist as drafts, the existence of either is not a valid CSD criterion for the deletion of the other. When or if one is transferred into article-space then the other can be deleted.
