Its my actual IP address, not a proxy, i never used vpn to access wikipedia page

Since we don't know what that IP address is, because you didn't tell us (and, really, you don't have to), we can't do anything to help. I requested an unblock before but i was denied, my account isn't blocked but my ip is, my ip was always ------ , i never used vpn as i stated on the previous request, (edit: i have avg antitrack it can be the problem for the ip block?) , but this is the reason provided from the check list:

Request reason:

Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 82.102.46.15 - I get for some reason most of the times ip block and i cant edit pages, please fix it, i already contacted the email for exception but it was denied because my ban was removed then, i hope my ip gets unbanned so i can edit articles.

Decline reason:
