I've rewritten the intro to provide a more general context with some citations (remember that Wikipedia addresses a global audience so explaining that this is a California-only law is reasonable), also added categories and tags on the talk page. (As this is a law, it will be of interest to editors on legal and government topics who may have something to contribute, so adding a tag so they know it exists is a good plan.) Finally (often a good thing to do), I've searched for the article title and found mention of this act on the Blackfish article and another page, so I'm establishing backlinks now.
