I have moved your article to User:Airforce357/University of Chicago Police as it's clearly not ready for mainspace as of yet.

First, you should read WP:FIRSTARTICLE - the basics, including such things as notability and using reliable sources are key.

Also, however, I have great concern that you have conflict of interest. Words such as "our" should never appear in an encyclopedia article.

Then help me make it be a better article rather then giving me empty advice! I can only contribute to what I know since I work for the agency. This is not a recruiting site but rather an informative variable. Articles with "requirements" can help the public understand what is required to be an officer. The pictures and many of the additions are from myself with the help of developed articles already published through UCPD. What more can I do to improve this article? I'm doing this on my off day. I think I have contributed enough and thought I was being informative but all i'm getting is criticism. What work should I do before it becomes an article?

First, YOU should not be creating it, as you have conflict of interest. Second, don't say I'm simply criticizing - I have pointed you towards links that tell you exactly what you need to know. Again, YOU are not helping in this matter other then continuously criticising without supporting facts to the actual article itself. YOU are more interested in what I do then the article itself. I thank you for the earlier advice in which I had used to improve the article and YOU came back with "you are getting further away from what an article is suppose to be like". I, do not work for the department directly. I stated I work for the agency which consist of many departments on my day off. UCPD is one of them in which I have no direct connection or affiliation with which eliminates the "conflict of interest". Lets concentrate on the article and how to imporve it rather then worrying what I do for a living. I am new to this so help me ort show me how to imporve it or let the next editor assist me.
