Request reason:

Second request: The instructions instruct me to log in. I am not able to edit using this IP address, but the instructions say a different one is blocked. Is my occasional use of my phone as a hotspot to edit causing the problem? How do I fix it?

Decline reason:

I wish I could say. I cannot find any evidence that this IP is blocked; I can say that you're not the only person recently to have been having this problem. Check with your ISP. You may also be in a situation where you or someone near you on the range has been using VPN software; that's been causing some problems lately.
