This is what's called an "inherent" notability claim — meaning that as long as it can be verified as accurate, an article has to be allowed to exist even if its current state of sourcing is inadequate. Notability, as well, is based on the existence of suitable sources, not necessarily the current state of the article: it is entirely possible to write a badly sourced or unsourced article about a person who actually does have better sources out there than the article is actually using, and when that happens, the person passes our notability criteria and simply gets flagged for improvement rather than being thrown into the garbage can.
