Firstly, we do not have a rule that wikilinking Canada is forbidden. Some people believe that it shouldn't be, but there is no universal consensus on that, and it is not a productive use of your time to go out of your way looking for opportunities to unlink it. Instead, follow the principle of WP:NOTBROKEN: whether it's linked or unlinked, don't edit an article just to impose your personal preference on that one thing, and just leave it alone if there aren't other more important problems (like major formatting or spelling errors) to fix.

Secondly, we also do not have a rule that people are only categorized as being "from" where they were born, and not "from" where they lived as adults. If a person was based in Vancouver when he became notable enough to get a Wikipedia article, then he goes in the appropriate "from Vancouver" categories regardless of whether he was born in Vancouver, Cardston, Sudbury, Saint-Louis-du-Ha!
