Request reason:

Caught by an open proxy block but this host or IP is not an open proxy. This is (currently) the connection for people working at the Silver Spring (MD, USA) office of 3M HIS (3M Health Information Systems). It may be a proxy, but is is very definitely not open. I can actually avoid the block by logging in with my usual WP account (User:DESiegel), bit it would be handy to make small edits (the only ones I am likely to make from work) without needing to log in 108.171.130.162 (talk) 21:58, 6 February 2018 (UTC)Reply

I strongly believe this IP address is part of the scansafe security suite. As such, it is an open proxy. Worse, it's performing a man in the middle attack, though, to be clear, it may arguably be increasing your security for some limited definitions of that. Anyway, if you think this is not the case, please request another unblock and another admin will review. I'm pretty sure in this case; that's what the technical data is showing me.
