The Higher Council of Youth & Sports for the State of Palestine is an official governmental ministry created by the Palestine Liberation Organization. The idea of establishing the Council began in 1968. The official establishment of the Council was in 1974, and it represents the youth and sports sectors in Palestine and the Palestinian diaspora, throughout the world. The Council’s vision is centered on building a democratic Palestinian society fostering a culture of sustainable development that does not conflict with international laws and regulations, based on foundations that believe in human rights and social justice, and fostering a free, empowered Palestinian identity. The Youth Council also undertakes a mission based on representing all Palestinians with implementating policies that provide a legal environment and infrastructure, fortifying youth with a value and moral system that enhances their character through sport.[1]
Its main headquarters was in Jordan, then it moved to the Palestine Liberation Organization. The Palestinian ministerial formation of January 7, 1994 was called the Ministry of Youth and Sports. A presidential decision dated April 16, 2011 changed the Ministry for Youth and Sports into the Higher Council of Youth & Sports of the present day.[2]

The Council has many responsibilities[3], including:
1. Providing a legal environment capable of organizing youth work. 2. Developing and promoting the values of citizenship, belonging and civil rights for young people. 3. Providing infrastructure at both levels: youth and sports.
