edit- Jaimie Alexander as Hanna Porter, a police detective and Landry's partner who is tasked to take down Darnell Hayes underground operations.
- Lauren German as Darcy Landry, Porter's partner in the field who develops feelings from one of Darnell's victims, Shaheen. She is eventually shot in the back in the finale and becomes paraplegic, ultimately giving up her work at the task force.
- Josh Hopkins as Kenneth "Ken" Roberts, a lawyer on the Richmond case and Hanna's boyfriend-turned-fiance, whose sister Maggie is the district's running senator.
- Omar Epps as Darnell Hayes, the series' main antagonist and a prolific crime boss in the district. In the end, he was caught by Porter and the authorities and was sentenced to life in prison.
- Chrissy Metz as Margaret "Maggie" Roberts, Ken's sister and a Senator Richmond's opposing senator who becomes corrupt after delving into Darnell's underground scene. In the finale, she is left by her brother after she was exposed to the public of her involvement of the murder of the Richmond family.
- Priyanka Chopra as Shaheen, an illegal Muslim immigrant whose mosque was blamed by the public as a terrorist group by Darnell Hayes and Maggie Roberts. She is eventually questioned by the authorities where she develops feelings for Darcy. In the finale, after Darcy was shot, Shaheen trains under the task force.
- Ashley Johnson as Nicole Richmond, a rich socialite whose parents and sister was murdered by Darnell's men. In the penultimate episode, she joins Porter, and Landry on their hunt for Darnell Hayes but when she comes face to face with Hayes, she was shot in the chest by Kike.
- Emily Kinney as Tamara Richmond, Nicole's sister who was kidnapped by Hayes' men (disguised as Muslim terrorists) where they eventually shot her in the head as compensation for the district of not giving them their demands.
- Lesley-Ann Brandt as Fatima Hayes, Darnell's wife who left the district after her husband's manhunt.
- Aaron Diaz as Kike, Darnell's hired assailant and gunmen whose morals are in conflict with his actions. In the end, he was eventually convinced by Porter to change sides where he sacrifices himself to detonate a bomb intended for Senator Roberts supposed win.
- David Marciano as Lorenzo Bataglia, Darnell Hayes' higher associate.

- Josh Hopkins as Ken Roberts, a lawyer and Hanna's fiance who now works closely with his fiance's companions.
- Chrissy Metz as Maggie Roberts, former running Senator and Ken's sister who is now unstable where she joins up with Lorenzo Bataglia, Matteus Finch, and Jonathan Stone in the end.
- Priyanka Chopra as Shaheen, a rookie cop who works closely with Hanna, Oliver, and Todd. She is in a relationship with Darcy Landry.
- Riley Smith as Todd Sawyer, Hanna's new partner who was forced by his father to become a police detective. In the finale, he decides to leave the task force and pursue his personal endeavors.
- Isaiah Mustafa as Oliver Cage, the task force's new anti-crime unit head who has a history with Matteus Finch. In the finale, he eventually succeeded in killing Matteus, who is revealed to both have been raised in the same foster home where they considered each other as brothers.
- Eddie Kaye Thomas as Matteus Finch, one of Bataglia's associates, who was killed by Cage in the finale.
- Ted Raimi as Jonathan Stone, one of Bataglia's associates, who manages to escape with his life in the balance in the finale.
- Alan Ruck as Carl Landry, Darcy's father. He was eventually killed by Jonathan Stone when the task force comes after him.
- David Marciano as Lorenzo Bataglia, the main antagonist who plans out with both Finch and Stone to overtake the city, though they ultimately fail in the process, escaping the district along with Maggie Roberts.
Season 3

- Lauren German as Darcy Landry, a paraplegic and Hanna's former partner who works at the base of operations at Oliver's old office.
- Josh Hopkins as Ken Roberts, Hanna's now ex-fiance who is shot dead in the series finale by her sister, Maggie Roberts.
- Chrissy Metz as Maggie Roberts, a running senator-turned-crime syndicate who kills her brother in the finale after leaving her, where she eventually falls of a building as suicide for her actions, with Hanna witnessing the whole thing.
- Priyanka Chopra as Shaheen, a rookie detective and Darcy's girlfriend who works closely with the group, and acts as sort of a new partner to Hanna Porter.
- Shawn Ashmore as Brian Tibbins, the government's internal affairs representative who is tasked to monitor the anti-crime unit force. He eventually lets go of his controlling ways in the near-end of the season where he joins up with Hanna, Darcy, Ken, Shaheen, and Oliver.
- Isaiah Mustafa as Oliver Cage, the task force's head chief detective.
- Shantel VanSanten as Tara Levine, Ken's new associate at the law firm who Hanna eventually becomes jealous of. In the mid-season finale after Ken breaks off the engagement between him and Hanna, Ken hooks up with her in retaliation of getting drunk. She eventually leaves mid part of the second part of the season as she said that she has another job opportunity elsewhere.
- D.B. Woodside as Aaron Franklin, the district's new mayor.
- Ted Raimi as Jonathan Stone, Bataglia's former associate, whose half of his face is burnt from last season. He starts with helping Robert Hayes and Maggie Roberts in attacking the city but was eventually captured by the task force where he is sent in a highly guarded prison where Darnell Hayes is kept in the penultimate episode.
- Geena Davis as Grace Killian, the district attorney who is against how the anti-crime unit handles their tasks after the incident from last season. Secretly though, she is against them due to Oliver who has a past with her. She eventually changes her mind against the task force and even offers to help them working closely with Oliver though she is shot in the head and killed by Robert Hayes in the near-end of the season.
- Sterling K. Brown as Robert Hayes, Darnell's ruthless older brother who takes major action against the city with Maggie Roberts. In the end, he was shot and killed by Shaheen.
