Clinton Parameters or Bridging Proposals
editIn a last attempt to bring Middle East peace, Clinton wrote a "bridging proposal" to Barak and Arafat, laying down the parameters for future negotiations.[1] Barak accepted the parameters (with some reservations), conditioning his acceptance on Palestinian acceptance, and Arafat, after a delay, accepted, but with questions and reservations. At the time, Clinton simply stated that Arafat had accepted the plan[2] [3], but years later Ambassador Dennis Ross, the special Mideast envoy, in his book, The Missing Peace and Foreign Affairs articles, stated that in effect Arafat turned down the plan, saying his questions and reservations went outside the parameters. Basing his opinion on the actual text of Arafat's letter, author Clayton Swisher describes Ross's and Clinton's later assertions as "fairy tales." Clinton's initiative led to the Taba negotiations in January 2001, where the two sides published a statement saying they had never been closer to agreement, but Barak, facing elections, suspended the talks.[4] The increased violence led to a sharp swing to the right in Israeli politics; Ehud Barak was defeated by Ariel Sharon in 2001.
