State of Emergency is an American science fiction indie film from 2010 and released in direct-to-DVD format. The film was directed by Turner Clay and released by Image Entertainment. State of Emergency stars Jay Hayden, Andrew Stahl, Tori White, and Scott Lily, as survivors of a county-wide biohazard infection, waiting for rescue.

Tagline: A young guy with a big gun gets stuck in a town full of cannibal zombie-like monsters. Can he hold out until rescued?

Although described and critiqued mostly as another zombie film, the infected people of Montgomery County are unlike the common slow moving, brain-dead, zombie stereotypes of most media, and instead appear to be more mutant-like than undead, closely matching those seen in 28 Days Later and The Crazies.[6]

Plot edit

A mysterious event has apparently destroyed the lives of most of the residents of a small rural town, converting them into flesh-eating cannibal monsters. The monsters retain motor and sensory function but exhibit low cognitive function and present bright red sclera in their eyes. The main character: one apparently healthy survivor named Jim (Jay Hayden) takes refuge in an empty barn with the body of his recently deceased fiancé, Emilie. One night he is disturbed by a noise. He turns on lights as he hears more frightening noises. He is lured towards the entrance, which he hadn't locked properly, and is attacked by a rabid person when his guard is down. The intruder chases Jim around the barn at a fierce pace but is eventually dispatched in a final brief struggle. Jim returns to an office in the barn.

Soon after the attack, Jim receives a phone call from a nearby group of three survivors who saw the light in Jim's barn. They invite him to join their group, which took shelter in a nearby tobacco warehouse.

Jim joins the group at the warehouse, where he meets Scott (Scott Lilly) and Julie (Kathryn Todd Norman). Jim is welcomed and valued by all in the group except for except for a young woman named Alex, nicknamed "Ix", (Tori White). Flashbacks reveal that Jim was newly betrothed to Emilie, with whom he was preparing to move away from the town when disaster overtook them all.

The group tracks the nearby monsters by day with rifle scope, binoculars and a notepad. At first, they stand still, not moving, apparently waiting for opportunity, but they slowly increase in number over several days.

One night, the group is woken by a woman knocking on the door to request shelter. She repeats the same request persistently, but suspiciously avoids answering questions, until a flashlight reveals the sclera of her eyes show bright red bloodshot like the non-verbal monsters.. The group concludes she is a threat. She becomes visibly angry and demands entry, then they shoot her.

Ix becomes ill and drifts in and out of consciousness, revealing she has diabetes. Jim decides to find one of the nearby military supply crates that were airdropped into the area, gambling that the first aid inside will contain insulin that is needed by Ix.

Jim leaves the safety of the warehouse, taking care to avoid the monsters. After he discovers the supply box and removes the medicine, he is spotted by a monster when a radio call gives away his presence and forces him to fight for his life. He fends off his attacker and returns to the group in time to give life saving insulin to Ix.

The group is attacked inside the warehouse by a monster who enters through a tunnel, forcing a retreat upstairs. The next morning, they are rescued by soldiers, medically checked, then debriefed and allowed to go free. In debriefing, it is revealed that an explosion at the Montgomery County chemical plant in Kentucky caused a major chemical biohazard release event, and that the military quarantined the area to contain the problem and search for any survivors. The chemical release caused the people of Montgomery County to become flesh-eating cannibal monsters. A scientist offers an apology.

The story ends with the four survivors greeting each other upon their release.
