Antigua and Barbuda, covering the period of Antiguan and Barbudan history from 1994-2004 was an archipelagic state composed of Antigua, Barbuda, Redonda, and various other islands. It was located in the Leeward Islands and started with the election of Lester Bird who immediately tightened control of the media and blocked the opposition, but implemented many anti-corruption reforms and economic policies. This period of Antiguan and Barbudan history lacked free and fair elections and was home to rampant corruption, money laundering, and narcotics trafficking. The Lester Bird government was described as a "regime" by the United Progressive Party and by many other organizations.
