That would be correct for an anthology that collects a number of anonymous works together. A quick check of Wikibooks allowed me to determine the book you cite lists the authors of each chapter. As a result, I would recommend something along the lines of:
The down side to this is that you will need a full citation for each chapter you reference.
That is why there is {{harvc}}; one cs1 template for the whole work, and a {{harvc}} for each chapter.
