Inconsistent fragment identifiers edit

Just a heads-up: some subsections on the Legal Information Institute site have fragment identifiers that are inconsistent with their section numbering, so "anchor links" don't work and the template will just take you to the top of the page. For example, the actual fragment identifier for 8 U.S.C. § 1182(a)(8)(A) is "a_II_iv_8_A", while for 8 U.S.C. § 1182(a)(10)(E) it's "a_III_E". Clearly a bug on their site rather than a problem with the template; it's just something to take into consideration if you're using this template (or if you spent five minutes clicking madly and reloading a page and digging around in the source wondering what's going wrong). I'm not sure if it's a more widespread problem or just due to the length of that particular section; I'm trying to get in contact with someone over at the LII.
