Why do we have Nepalese cinema as a subcategory of Indian cinema?

If you look at the list of Indian regional film industries, you'll find Nepali cinema; the South Asian cinema sidebar also has Cinema of Nepal in its own right, which goes to the same article. Why the repetition? I find it unlikely that the Nepalese film industry, attached as it is to a sovereign state, would see itself as a subset of Indian cinema.
