Color scheme doesn't meet accessibility requirements

Currently, the "Top" and "High" levels violate the accessibility requirements of WP:COLOR when standard blue link text is used in the foreground (they have contrast ratios of 2.7 and 4.2, respectively). I am proposing changing the template to the follow values, which meet the WCAG 2.0 AA requirements for normal-sized text and the AAA requirements for large text:
