Basically, each set of eight hooks includes a single hook accompanied by an image. This means that many hooks that get nominated with images are promoted without them because there are just too many of them. In this instance, your's is a nice clear image in the public domain and could have been used, but lost out on this occasion. Incidentally, you were instructed during the review to remove the citations from the lead, but I had to reinstate one of them because otherwise the hook fact would not have had an inline citation. The other advice that you were not given there, was that the information in the lead should just be a summary of the main body of text, and that the citations should be in the main body rather than in the lead. Clarify - about the refs in the lead: I wrote "No reference is needed in the lead (summary) as long as the facts there are sourced in the article.", which - I thought - implies 1) that the lead should be a summary and 2) that there should be a reference to the facts somewhere in the body.
