Proposed change to category inclusion criteria

I propose to change "designed, built, or operated by country" to "designed by country". This is to better fit the parent category Category:Weapons by country which says to categorize by the "nation who led the development of the project". Categorizing by every country that operated a mass-produced item would lead to overcategorization - e.g. consider how many categories an article like M101 howitzer would be in.
