Newness and length add up. Hook is a bit confusing. What does "the other department" mean? Suggest:
ALT2 ... that the Israel Police works together with the Palestinian Civil Police Force, even collecting traffic citations from Palestinian drivers on their behalf?
ALT3 ... that the Israel Police works together with the Palestinian Civil Police Force as confidence-building measures and a part of Palestinian institution-building?
No source on "Atallah Muhammed Atallah" and whats the source on the first para of the Development section? Otherwise okeyLihaas (talk) 15:02, 11 March 2012 (UTC)
