The full review is to follow, but among the hooks proposed so far I think ALT3 is the most intriguing option here despite being the longest. However, maybe it's just me missing direct mentions, but what's the sentence that mentions that he wanted to close down the city government? In addition, per WP:DYKCRIT a footnote must be located at the end of every sentence that supports a hook fact, and the sentence about him wanting to eliminate the Assembly is lacking such a footnote. Thanks for the clarifications. My spot check does show that the article meets requirements and a QPQ has been done. I also didn't find any close paraphrasing. The hooks are now okay and I'd reiterate my preference for ALT3. However, due to real-life busyness and the length of the article I can no longer commit to a full check of the article so I'd like to ask for help from a new reviewer to sign this off.
