I suspect that the reason for the redundancy in the expansion of Z.O.W.I.E. is because it's a reverse acronym or, as Dan Alderson liked to call them, a "mynorca." That is, first the writer decided that the agency's name would be ZOWIE, and then came up with a set of words that could be abbreviated to form that word.
