A Summary: GARM is needed so advertisers keep buying advertising online (to manage reputation and direct financial risks, so they keep buying despite them); they don't want to underwrite questionable 1:10 material. Includes major advertisers, as well as all agency holding companies and significant media platforms. Working group to drive quality up and cost of avoiding questionable material down and make the infeasible feasible. GARM seeks to prioritize the higher goals.
