Please Don't Change Meaning if You "Englishize" Technology Articles

I replaced some of the fancier (and non-technical) language as the meaning was being modified slightly by some of the simpler terms. Interim Standard is not a temporary pattern or temporary standard, in IS-41 the IS stands for interim standard. Additionally, allowing something implies simply failing to disallow it while facilitation is not a technical term but it conveys the fact that something had to be done to make something else possible.
