While Wildcat Creek in Manhattan has regularly reached or exceeded the presently published 1% Annual Chance flood level (Riley County Community GIS Website) in recent years, the reference "Eastside-homeowners-ready-to-put-flooding-problems-behind-them" is in fact about a Wildcat Creek in Kokomo, Indiana.
