Cap inits for Prime Minister

The words are capitalised only when used as a title, e.g., Prime Minister Gough Whitlam. They are otherwise lower case, as for all other ranks, captain, colonel, etc. [except possibly "Governors General"]. The rule is spelt out in the New Oxford Dictionary for Writers and Editors which adds that the abbreviation PM stays in caps. Of course, quotations have to retain any erroneous caps.
