Navigation authority edit

The word operator has been replaced with navigation authority. I propose to change this back - navigation authority is a modern term and does not describe what was in place in 1829. Its use could cause confusion, especially as the page navigation authority gives a list of navigation authorities, none of which were correct for 1829.
