1 in 20,000: complete or partial meltdown? edit

I no longer have my copy, but my recollection is that the "1 per 20,000 reactor-years" did not refer to the chances of a complete core meltdown, but to the chances of an accident involving any substantial core meltdown (as actually occurred at Three Mile Island).
