Delegation of power

To grant a specific minority power to make decisions on behalf of the group amounts to a delegation of power, which a public body cannot do.

Public bodies make delegations of power all the time-- otherwise the Scottish Parliament couldn't exist. What am I missing here? The Wednesday Island (talk) 17:17, 15 May 2008 (UTC)Reply

Not much. This looks like a bit of poor political theory mixed with some bad legal knowledge. In common law a body given a statutory power, can't delegate that power to anyone else: Delegata potestas non potest delegari (delegates can't delegate). Of the rule can be excepted by statute, and frequently is. In any case doesn't apply to non-statutory bodies bodies (ie those that don't hold there powers from elsewhere) like the British parliament.

Basis for decision

In the chapter on voting, RONR (2011) repeatedly refers to "basis for decision", not "voting basis". Neither term is in the index. Simplulo (talk) 08:36, 10 October 2013 (UTC)Reply

You make a good point, but I think "Basis for decision" would be kind of an awkward title for the article as well. But there is also a bigger issue, which is that this article should probably be merged with one or more larger articles, such as Voting, Voting methods in deliberative assemblies, Motion (parliamentary procedure), and there may be other candidates. (It could only be redirected to one specific article, but the concepts could be mentioned in more than one.) This appears to be one of the articles that was created in the initial "rush" to build up Wikipedia's coverage of parliamentary procedure in 2008 (see Wikipedia:WikiProject Parliamentary Procedure), and it was discussed at that time that some of the articles might be merged later. In fact there were a few mergers, but since the Wikiproject has never really had a sufficient number of active editors to tackle these issues in a systematic way, articles like this have sort of fallen through the cracks.
