One thing I've read about caseless ammunition is that they're quite fragile compared to conventional rounds, requiring feed systems like the G11's top-mounted magazine. But the VEC-91 seems to use a more conventional bolt action, which, as I understand it, should run the risk of damaging the round as it's loaded, or make it more difficult to extract a failed or unfired round.
