Should be left as a Canadair CL-215 variant until it first flies, is certified or enters service.--Marc Lacoste (talk)

Merge: This does seem too small to be worth being more than a draft at this point. A unique designation does not necessitate a whole article; it can be treated as a variant of the CL-415 article and expanded upon there until it is ready, if it ever is, for a standalone article.
