Added Membership and text to describe the role and jurisdiction of the Subcommittee. Article needs to be improved including a brief history of the Committee. Please work on this article to improve it and to give it substance because there is no reason to have a basic article on each Subcommittee of the House unless there is something worthwhile being presented to Wikipedia users.
