Our non-free content policy allows short quotations, but their use should be kept to a bare minimum as part of our mandate to provide an encyclopedia that can be freely copied. Adding a quotation for each citation is not one of the uses mentioned at Wikipedia:Non-free content#Text. In practice, this means that we don't add a quote to every citation - we only include a quote if absolutely necessary.
