Opening riff

I recently realized that David Bowie's "Rebel Rebel" (1974) opens with an almost identical guitar riff, down to the tempo and key. Should this be noted? Can someone with more musical training than me (i.e. almost anyone, since I have none) listen to them and confirm? Song Meaning:

This song is also about invented trouble that the system, and its powers generate every day in order to bother you and people in general. They can’t leave you alone because they don’t want you to be free, and of course, they don’t want you to think by yourself. Also, these invented troubles become stupid and tergiversated news that are very good to fill in the spaces between the soap commercials. Most news are fake. Most troubles are fake too.
