editRefugee shelter is different from transitional shelter, though the overlap is large. A transitional shelter is one without land tenure, which can last considerably longer than a tent and be almost permanent. It can be located in the garden of a destroyed house, or in a neighbouring country. Refugee shelter is not a properly defined concept, but it would include everything from plastic sheeting to host family solutions. Refugee shelter would be only for refugees, and not for victims of natural disasters.
Merge?
