Globalize

It seems, though it is not stated, that this article is about technical terms used in the procurement processes of the US Department of Defense. Either this should be made clear (in which case notability seems doubtful), or the article should be expanded to cover similar terms and processes in other organizations in the US, and the rest of the world. JohnCD - WP:COMMONNAME kind of pushes that way. I will remove the global tag as there are some other uses and it seems very similar to the case of this tag at Talk:Analysis of Alternatives, and there are many articles that are US-topics so it can have subsections remarking on other uses of term. It's kind of a general polyglot phrase, and there are foreign or other U.S. entities using the term, but the dominant usage is from the US DoD open-source materials including the 1992 Data item descriptions DI-NDTI-81284 TEST EVALUATION PROGRAM PLAN. Via Bing I also find a number with Australian government, and individual cases in Korean train control, NASA satellite control, Homeland Security, and Dept of Justice. Category Systems engineering

I've added this item to the category systems engineering, as this plan topis is part of such cross-domain organization and traceability or verification. It typically links the way shown by Systems engineering V diagram, of requirements items per Requirements Management Plan are later verified. (See also the Requirements Management Plan.) If anyone can provide a non-military (like INCOSE) or international reference on such would be good, as I think the basic concept is the same but details vary.
