A stand-alone article keeps the focus on housing and eviction law, rather than being lumped in with all legal cases and aid. By merging TRTC into Legal aid, it would likely lose information about the impact of TRTC programs and grassroots pushes for it. I agree that TRTC should make an appearance on legal aid, but it has been extensively covered in news and other secondary sources, enough to be notable on its own.
