History - Existed before 1904?

The "History" section begins with a puzzling non sequitur "In 1904, a storm washed away part of Steel Pier and many engineers stated that it could not be rebuilt." This seems to imply that there was some sort of something already existing before the storm in 1904 called "Steel Pier". What?
