Review shows that there was previously an article on this topic, but that it was cut down to a redirect in 2014. It was cut down by an editor who has since been banned for disruptive nationalistic POV editing, and so there probably was not a consensus to redirect. As a result, this draft will be accepted to undo the redirection.
