Cited definition of "state" is an irrelevant law edit

The last paragraph states:

At this time, the term "State" includes any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. 28 U.S.C. § 1338(a).

This statement seems plausible, but I don't think this citation supports it. 28 USC § 1338 is about "patents, plant variety protection, copyrights and trademarks" which it defines to be issues of original federal jurisdiction. This explicitly excludes state law, which is what the Rules of Decision Act is about. Moreover the cited subsection (a), which contains this definition, restricts its scope to "this subsection".
